“In the fall of 1997, the Ministry of Transportation carried out a resurfacing contract.  A portion of this project has curb and gutter which is on a longitudinal profile grade of approximately 5% with a three lane cross section.  The project…was prepared under severe time and financial constraints…  Subsequently, items for curb removal and replacement were not addressed.”  We were “requested to provide a detailed cost breakdown, staging and work plan, traffic control plan in accordance with the Manual of Uniform Control Devices and proof of General Liability Insurance and WSIB coverage according to Ministry requirements.”  We were expected to “establish required elevations from the milled surface to set the finished curb elevations, then proceed to level the curb up to the required profile grade.  The longitudinal profile along the concrete curb for 350 metres on each side of the pavement surface was severely distorted…which would provide difficulties for profile control during surface paving and pavement edge drop off hazard.  The curb was restored to a satisfactory profile, was able to correct containment of flow in the gutter and profile was matched to the Ministry specified tolerances.

“Of particular interest was that…you were able to successfully raise to finish profile grade and re-level sections of this curb that were broken into sections down to 400mm (15 inches) in length by careful application” of the leveling process.

“The City of Regina has been using concrete raising and leveling services for over 15 years.  This service provides the opportunity for our limited funds to be used more effectively in providing higher quality and quantity of service to our residents.  We use this service to repair heaving and settlement of concrete walks, patios, driveways, curbs, gutters and roadways, as well as to fill voids and abandoned service lines.

“This method of compaction, lifting and filling has proven to be the most effective, in comparison to the alternatives we have used in the past, to maintain proper elevations of all our concrete works.  The service is especially useful with large service line trench settlements and drainage correction prior to recapping of roadways.  Compared to other municipalities, the soil conditions in our area seem to accelerate our need to provide solutions for drainage, heaving and settlement problems.
